Quality Certification System for Water Circulation Products and Facilities
A statutory certification system for products and facilities that can promote water circulation in response to complex water-related challenges—such as floods and droughts—arising from intensified climate change and urbanization.
Business Purpose
Through water circulation promotion projects, this business aims to certify improvements in water circulation distortion and water management vulnerability for products and facilities used in water circulation infrastructure. The certification supports the establishment of a foundation for water circulation enhancement and encourages voluntary technological innovation, thereby facilitating the dissemination of high-quality products and facilities.

Certification Scope
Products and facilities that fall under Article 7 of the Enforcement Rule of the Act on the Promotion and Support of Water Circulation and Article 3 (Certification Targets and Standards) of the Notice on the Standards and Procedures for Quality Certification of Water Circulation Products and Facilities (MOE Notice No. 2024-203).

Certification Mark Categories
When a product or facility obtains certification, the certification rationale is classified into four types of certification mark categories:

Benefits of Certification
Public institutions (including national government agencies, local governments, public enterprises, and quasi-governmental organizations) may be requested to give priority to purchasing certified products and facilities. Private organizations and companies may also be encouraged to give purchasing preference to such certified items.

- The Minister of Environment may request public institutions prescribed by Presidential Decree to give priority to purchasing products and facilities that have obtained water circulation quality certification under Paragraph 1, and may encourage private organizations and companies to give priority to purchasing such products.

- In Article 21(5) of the Act, “public institutions prescribed by Presidential Decree” refers to public institutions as defined under Article 2(2) of the Act on the Promotion of Purchase of Green Products.
Administrative Fines for Violation of Certification Requirements
- Act on the Promotion and Support of Water Circulation, Article 34 (Administrative Fines)

- A person who violates Article 21(3) by falsely displaying or promoting certification shall be subject to an administrative fine of up to KRW 5,000,000.
- Administrative fines under Paragraph 1 shall be imposed and collected by the Minister of Environment or the head of a local government, as prescribed by Presidential Decree.

- Article 27 (Criteria for Imposition of Administrative Fines): The criteria for imposing administrative fines under Article 34(1) of the Act shall be as specified in Annex 2.
