Water Purifier Quality Inspection System

Business Purpose
To safeguard public health by verifying the performance and safety of water purifiers and supplying reliable products to the market.
Legal Basis

- Anyone who intends to manufacture or import and sell water purifiers must undergo an inspection by an institution designated by the Minister of Environment pursuant to Article 43(1) and file a report with the governor of a city or province in accordance with the Enforcement Rule of the Ministry of Climate, Energy and Environment. The same shall apply when making changes to important matters prescribed by the Decree of the Ministry of Climate, Energy and Environment.

- In accordance with Article 21(7) of the Act, any person who intends to file a report for the manufacture or import and sale of water purifiers must first establish facilities that meet the standards set forth in Article 20 of the Act, and submit either the application form under Attached Form No. 8 or the report form for the manufacture or import and sale of water purifiers under Attached Form No. 10, along with the required documents specified in each subparagraph below, to the governor of a city or province.
- For manufacturing businesses of water purifiers
- A detailed description of the manufacturing process for each item and model of the water purifier
- A quality inspection report for the water purifier (referring to the inspection report on the standards and specifications for water purifiers publicly notified under Article 36(1) of the Act; the same applies hereafter in this Article) Hereinafter is the same in this article)
- A post-management plan for the water purifier (including methods for returning or replacing defective products, filter supply methods, plans for standardizing major components, and after-sales service methods for products sold; the same applies hereafter)
- For import-sales businesses of water purifiers
- A business plan (including information on the income sources)
- A specification of storage facilities
- A quality inspection report for the water purifier
- A post-management plan for the water purifier
- For manufacturing businesses of water purifiers
- In accordance with Article 21(7) of the Act, any person who intends to file a report for the manufacture or import and sale of water purifiers must first establish facilities that meet the standards set forth in Article 20 of the Act, and submit either the application form under Attached Form No. 8 or the report form for the manufacture or import and sale of water purifiers under Attached Form No. 10, along with the required documents specified in each subparagraph below, to the governor of a city or province.

- The water purifier quality inspection agency under Article 35(11) of the Enforcement Rule shall be the Korea Institute for Water Technology Certification (KWTC), as prescribed in Article 19 of the Act on the Development of Water Management Technology and the Promotion of the Water Industry.

Operation Guidelines
The Korea Institute for Water Technology Certification establishes the procedures, methods, and other operational requirements necessary for conducting water purifier quality inspections.
